The Naval Research Enterprise Intern Program

The Naval Research Enterprise Intern Program (NREIP), provides students the opportunity to participate in research at a Department of Navy (DoN) laboratory during summer breaks. Apply for NREIP online; the application deadline is 17 February 2006.

The goals of the NREIP are to encourage participating students to pursue science and engineering careers, to further education via mentoring by laboratory personnel and their participation in research, and to make them aware of DoN research and technology efforts, which can lead to employment within the DoN.

NREIP provides competitive research internships to approximately 230 college students (175 undergraduate students and 55 graduate students) each year. Participating students typically spend ten weeks during the summer doing research at approximately 12 DoN laboratories. To participate, a student must be enrolled at an eligible college/university (comprising approximately 160 institutions; eligibility is determined by the Office of Naval Research) and have completed at least their sophomore year before beginning the internship.

Amber’s 2005 Intel Science Talent Search Blog. Today the 300 semifinalist for 2006 were announced. Amber’s blog recounts her experience in 2005.

The CNN broadcast aired today. I was on NewsNight with Aaron Brown. They did a great job with me in a segment that lasted about three minutes, although they showed stock footage that included microscope images of chromosomes while we were discussing my project. They were either alluding to the genetic differences between women and men (I don’t think so), or they thought that “chromatography” and “chromosomes” were similar. Not really, but whatever! Nonetheless, I am mad at CNN right now because they didn’t show very much of Amanda. I think something “important” also aired that day, and they needed more room for it, so they cut her out. Bleah…but I am happy that they did not make me look stupid. All of this has been really exciting!

Intel Science Talent Search Semifinalists

Intel Science Talent Search Semifinalists Named

300 teens have been named semifinalists in the Intel Science Talent Search (Intel STS). The Intel STS is America’s oldest, most highly regarded pre-college science competition and heir to more than six decades of science excellence. View a list of the semifinalists.

The Intel Foundation will award $1,000 to each semifinalist with a matching amount going to their schools. Intel implemented the school award in 2000 and since then has contributed more than $2 million to help improve math and science in U.S. high schools.

Over the past 65 years, STS alumni have received more than 100 of the world’s most coveted science and math honors including six Nobel Prizes, three National Medals of Science, 10 MacArthur Foundation Fellowships, and two Fields Medals.

This year’s semifinalists were selected from 1,558 entrants representing 486 high schools in 44 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands and an overseas school. Their research projects cover all disciplines of science including biochemistry, chemistry, physics, mathematics, engineering, behavioral science and medicine and health. Students range in age from 15 to 18 with females representing 53 percent of the total entrants.

More than 100 top scientists from a variety of disciplines review and judge all Intel STS entries and examine each individual’s research ability, scientific originality and creative thinking. From these 300 semifinalists, 40 finalists will be announced on Jan. 25. These students will take an all-expense-paid trip to Washington, D.C. to attend the Intel Science Talent Institute. There they will participate in final judging and compete for college scholarships totaling more than $500,000. Winners will be selected based on rigorous judging sessions and announced at a black-tie banquet on March 14.

Science Service is the nonprofit organization which has administered the Science Talent Search since its inception in 1942. The mission of Science Service is to advance the understanding and appreciation of science. In addition to its education programs, Science Service publishes the weekly magazine Science News.

Google 2006 Anita Borg Scholarship

Google 2006 Anita Borg Scholarship for female computer science and computer engineering students.

A group of female undergraduate and graduate student finalists will be chosen from the applicant pool. The scholarship recipients, selected from the finalists, will each receive a $10,000 scholarship for the 2006-2007 academic year.

Eligibility:
* be entering their senior year of undergraduate study or be enrolled in a graduate program in 2006 – 2007 at a university in the United States.
* be Computer Science, Computer Engineering, or related technical field majors.
* be enrolled in full-time study in 2006 – 2007.
* maintain a cumulative GPA of at least 3.5 on a 4.0 scale or 4.5 on a 5.0 scale or equivalent in their current program.

“Last year we awarded 23 scholarships; this year we’d like to do more.”

National Defense Science and Engineering Graduate Fellowship

The deadline for applying for the National Defense Science and Engineering Graduate (NDSEG) Fellowship is January 6, 2006. Some details:

The US Department of Defense will pay the fellow’s full tuition and required fees (not to include room and board). In addition, fellows receive (if in school 12 months):

The above amounts are based on a 12-month academic year. If the fellow is not enrolled in an institutionally approved academic study and/or research activity during the summer months, financial support will be paid only while enrolled.

“You are required to enroll in a full-time graduate program at a U.S. institution offering doctoral degrees in your discipline of study. Fellowships are awarded to applicants who intend to pursue a doctoral degree. You do not have to be accepted into a program at the time your application is submitted. However, should you be selected, the award is contingent upon your admission to a suitable program.”

“NDSEG Fellowships are intended for students at or near the beginning of their graduate studies in science or engineering. Applicants must have received or be on track to receive their bachelor’s degrees by Fall 2006. Fellows selected in Spring 2006 must begin their fellowship tenure in Fall 2006.”

Financial Assistance
Subject to the availability of funds, scholarships awarded will pay: salary or stipend, full tuition, required fees, up to $1000 book allowance per year, room and board and other normal educational expenses for the institution involved. The annual salary will be in the range of $20,000 to $40,000 depending upon student’s academic status. Students are required to spend their summer as an intern with a Department of Defense (DoD) Agency.

Employment Obligation
Upon selection, students must sign a DoD civilian service agreement. The employment obligation to the DoD civilian workforce upon completion of the scholarship/fellowship will be a one-for-one commitment. Failure to complete the required period of service will require the reimbursement of funds expended by the Government for the individual’s education under this program.

Science and Engineering Innovation Legislation

Ensign, Lieberman Introduce Major Bipartisan Innovation Legislation – the press release from Senator Lieberman’s office indicates Science and Engineering Fellowships Legislation we mentioned previously, has been introduced:

Our legislation will significantly increase federal support for graduate fellowship and traineeship programs in science, math, and engineering fields in order to attract more students to these fields and to create a more competitive and innovative American workforce.

China and India alone graduate 6.4 million from college each year and over 950,000 engineers. The United States turns out 1.3 million college graduates and 70,000 engineers.

Expands existing educational programs in the physical sciences and engineering by increasing funding for NSF graduate research fellowship programs as well as Department of Defense science and engineering scholarship programs.

The recent report from Duke, explains that the figures on science and engineering graduates used are not accurate (see below). Still, this seems like a good idea. The press release also includes a list of organizations supporting the legislation including: Athena Alliance, Business Roundtable, Council on Competitiveness, Council of Scientific Society Presidents. From the section by section details included on the web site:

The Director of NSF will expand the agency’s Graduate Research Fellowship Program by 250 fellowships per year and extend the length of each fellowship to five years. Program by 250 fellowships per year and extend the length of each fellowship to five years. The bill authorizes $34 million/year for FY 2007- FY 2011 to support these additional fellowships. In addition, funding in the amount of $57 million/year is authorized for a similar expansion of the Integrated Graduate Education and Research Traineeship program by 250 new traineeships per year over five years.
The Tech Talent expansion program encourages American universities to increase the number of graduates with degrees in mathematics and science. The bill authorizes $335 million from Fiscal Year 2007 to Fiscal Year 2010 for continued support of this program.
This section extends the Department of Defense’s Science, Mathematics, and Research for Transformation (SMART) Scholarships program through September 30, 2011, and authorizes $41.3 million/year over 5 years for the SMART program to support additional participants pursuing doctoral degrees and master’s degrees in relevant fields. This section also authorizes $45 million/year over 5 years to be appropriated to the Department of Defense through 2011 to support the expansion of the National Defense Science and Engineering Graduate Fellowship program to additional participants.

Michael Viscardi, a senior who is home schooled, won the $100,000 Grand Prize scholarship in the individual category for mathematics research with real-world engineering implications. Anne Lee, a senior at Phoenix Country Day School in Paradise Valley, Arizona, and Albert Shieh, a junior at Chaparral High School in Scottsdale, Arizona, won the $100,000 prize in the team category, which they will share equally, for developing new software that more accurately analyzes genetic data.

Siemens Westinghouse Competition in Math, Science and Technology web site. Their web site, and the articles above, provide interesting details on the highly advanced work of the participating high school students.

The Siemens Foundation provides more than $2 million in college scholarships and awards each year for talented high school students in the United States.

The Innovation Agenda

Democrat’s are proposing an Innovation Agenda, including:

Educate 100,000 new scientists, engineers, and mathematicians in the next four years by proposing a new initiative, working with states, businesses, and universities, to provide scholarships to qualified students who commit to working in the fields of innovation.

Place a highly qualified teacher in every math and science K-12 classroom by offering upfront tuition assistance to talented undergraduates and by paying competitive salaries to established teachers working in the fields of math and science; institute a “call to action” to professional engineers and scientists, including those who have retired, to join the ranks of our nation’s teachers.

Create a special visa for the best and brightest international doctoral and postdoctoral scholars in science, technology, engineering and mathematics.

Make college tuition tax-deductible for students studying math, science, technology, and engineering.

They also propose doubling the funding for the National Science Foundation. Making promises about what you will do is much different than actually doing something: lets see what actually happens.

Currently the United States has over $8,000,000,000,000 (that is over $8 trillion – see current count) in debt (increasing by over $400 Billion a year). That brings every person’s share to over $27,000. Given that, it seems reckless to just add spending without either cutting something else or increasing taxes and I don’t see those details in the innovation agenda. Of course, my opinion on that being reckless may not be shared by a majority choosing to spend more money – after all they have been adding to that debt at a record pace the last few years.

To me, the most realistic federal action, given the role of the federal government (k-12 education is primarily a state and local responsibility) is the scholarship proposal but lets see what actually happens. In July we posted about proposed Science and Engineering Fellowships Legislation (which also seems like a good idea). We have not been able to find out about any progress on that legislation. From the November AAAS S&T newsletter:

Meanwhile, across the Capitol, Senators Joe Lieberman (D-CT) and John Ensign (R-NV) are currently drafting bipartisan legislation to implement a series of policies based on the “National Innovation Initiative” report from the Council on Competitiveness. The legislation, which the senators originally planned to introduce in September, has reportedly been delayed by lack of agreement on its immigration provisions.

I am not certain whether the legislation being worked on includes the fellowships or not (though I would guess that it does).

Gates Millennium Scholars

Gates Millennium Scholars, funded by a grant from the Bill & Melinda Gates Foundation, was established in 1999 to provide outstanding low income African American, American Indian/Alaska Natives, Asian Pacific Islander American, and Hispanic American students with an opportunity to complete an undergraduate college education in any discipline area of interest.

Continuing GMS Scholars may request funding for a graduate degree program in one of the following discipline areas: education, engineering, library science, mathematics, public health or science.
