“Promising research is now being slowed or halted,” said Edward Miller, dean of Johns Hopkins Medicine. “We are seeing veteran scientists spending time not in labs but on the fundraising circuit. We are seeing young researchers quitting academic research in frustration, having concluded that their chances of having innovative research funded by NIH are slim to none,” Miller told a Capitol Hill news conference yesterday.

The scientists released a report prepared by 20 leading researchers from a consortium of nine academic institutions and universities, that outlines the benefits of increased NIH funding on biomedical innovations, and warns of the negative implications should the present budget be left unaddressed. The report cited threats from unexpected new diseases, such as SARS and pandemic influenza, as well as obesity, HIV, and bioterrorism.

While Congress and the White House doubled NIH’s budget from 1998 to 2003, funding has failed to keep pace with inflation. NIH’s budget has hovered at around $28 billion, but once inflation is factored in, its purchasing power has fallen 13% over the past four years. According to the report, an average of eight out of ten NIH grant applications currently go unfunded, while at the National Cancer Institute, only 11 percent of grants are funded. “This is a recipe for disaster,” Miller said. “The number of termination letters at Johns Hopkins is up three-fold.”

Singapore Research Fellowship

Singapore National Research Foundation Research Fellowship (updated link which was broken – why can’t web site stop breaking links?) offers complete freedom and a 3-year research grant of up to US$1.5million, with possible extension for another 3 years for talented scientists and researchers at or under the age of 35 years at the date of application. This is another example of Singapore investing in creating a scientific and engineering community to strengthen their economy.

HHMI Announces New Policy for Publication of Research Articles that will require

its scientists to publish their original research articles in scientific journals that allow the articles and supplementary materials to be made freely accessible in a public repository within six months of publication.

Great news. Some, including me, would prefer a shorter time but this is the limit on the slowest time that will be acceptable not a goal. I don’t know but I wouldn’t be surprised if HHMI is the largest source of research funds outside of the federal government in the USA. This is one more sign the tactics of the old school journals are failing.

HHMI and Public Access Publishing policy

The Howard Hughes Medical Institute has long viewed the sharing of research materials and tools as a fundamental responsibility of scientific authorship. That principle also extends to ensuring that original, peer-reviewed research publications and supplemental materials are freely accessible within six months of publication

Well put; it is amazing how out of touch with the basic concepts of advancing scientific ideas the old style journals are.

Einstein Fellowship for Teachers

Ruth McDonald selected for Einstein Fellowship program:

“As a middle school science teacher, I love science, but I’m no engineering expert,” said McDonald, who has also taught math, social studies, and language arts during her career. “But I can bring in the experts using technology.” Her innovative use of technology – handhelds, laptops, videoconferencing with engineers and scientists – was among the elements leading to her selection.

The fellowship program offers current public or private elementary and secondary mathematics, technology, and science classroom teachers with “demonstrated excellence in teaching” an opportunity to make an impact in the national public policy arena. Fellowships enhance understanding, communication, and cooperation between legislative and executive branches and the science, mathematics, and technology education community.

McDonald’s 11-month fellowship assignment is with the National Science Foundation. She will receive a stipend for her work from September 2007 through July 2008. “It’s not really a job,” she explained. “It’s a professional growth and development opportunity, with a focus on science, math, and technology. I’m excited about the resources this experience can bring to our district.”

McDonald, who said the district’s willingness to let her take time off to pursue the opportunity “shows how much they value teacher development and achievement,” said she plans to return to LCSD following the fellowship. Until then, she will provide insight into her experience via blogging and videoconferencing, continuing the use of technology that helped land her in Washington D.C. in the first place.

Funding for Science and Engineering Researchers

To authorize programs for support of the early career development of science and engineering researchers, and for support of graduate fellowships, and for other purposes. passed the house on a vote of 397 – 20 and was forwarded to the senate. From the majority whips talking points:

supports outstanding researchers in the early stages of their careers through grants at the National Science Foundation (NSF)
and the Department of Energy of $80,000 per year for 5 years

enlarges an existing program at NSF supporting graduate students in multidisciplinary fields of national importance

This bill started with the same name as the Sowing the Seeds Through Science and Engineering Research Act – though seems to be missing much on fellowships now.

$600 Million for Basic Biomedical Research

Howard Hughes Medical Institute (HHMI) will hold a national competition for investigators that will result in an investment of at least $600 million in basic biomedical research. Up to 50 new researchers will be selected by spring 2008. HHMI Announces New Open Competition:

HHMI seeks applications from outstanding scientists studying biomedical problems in a broad array of disciplines, including not only biology and medicine, but related areas of chemistry, physics, engineering and computational biology. This competition is open to early career stage scientists at approximately 200 eligible institutions.

HHMI values innovation and encourages its investigators to extend the boundaries of science. By appointing scientists as Hughes investigators — rather than awarding research grants — HHMI is guided by the principle of “people, not projects.” HHMI investigators have the freedom to explore and, if necessary, to change direction in their research. Moreover, they have support to follow their ideas through to fruition — even if that process takes many years.

This new competition represents the first time that HHMI has opened up a general competition to the direct application process. In the past, faculty members had to be nominated by their institutions for HHMI investigator positions.

$500 Million to Reduce Childhood Obesity in USA

$500-Million Commitment to Reverse Childhood Obesity in U.S.:

The Robert Wood Johnson Foundation (RWJF) today announced it will commit at least $500 million over the next five years to tackle one of the most urgent public health threats facing our nation: childhood obesity. This is the largest commitment by any foundation to this issue. The Foundation’s goal is to reverse the epidemic of childhood obesity in the United States by 2015.

During the past four decades, obesity rates have soared among all age groups, more than quadrupling among children ages 6 to 11. Today, more than 33 percent of children and adolescents—approximately 25 million kids—are overweight or obese.

In addition to the toll on our nation’s health, obesity also poses a tremendous financial threat to our economy and our health care system. It’s estimated that the obesity epidemic costs our nation $117 billion per year in direct health care costs and lost productivity. Childhood obesity alone carries a huge price tag-up to $14 billion per year in direct health care costs to treat kids.

The Foundation will focus on improving access to affordable healthy foods and opportunities for safe physical activity in schools and communities.

UK Science and Research Funding

UK Science and Innovation Awards from the Engineering and Physical Sciences Research Council:

University of Oxford – over £3.3 million has been awarded to establish a forward looking world class research centre in the Analysis of Non-linear Partial Differential Equations (PDEs).

Universities of Cambridge and Oxford and Imperial College London – almost £6 million to create a new collaboration of complementary expertise between the Physics Departments at Cambridge, Imperial & Oxford in the area of quantum coherence…

Universities get £31m research awards:

The money is going to leading research-intensive universities. Four out of the seven awards are for joint projects, indicating how even players like Cambridge and Imperial are having to collaborate to keep up with the international competition.

NSF Engineering Education Program Grants

Grants awarded by NSF for engineering education programs include (next applications due Aug 2007):

Extraordinary Women Engineers (start date Oct 2006) – “to encourage more academically prepared high school girls to consider engineering as an attractive option for post-secondary education and subsequent careers in order to increase the number of women who make up the engineering workforce.”

Colleges of Engineering as Learning Organizations (Sep 2006) – “Based on the framework developed by Senge the PI will work with engineering colleges and departments to develop a rubric that will allow them to self-reflect, make governance decisions that benefit the organization, the faculty, and the students and continuously improve.”

Service-Learning Integrated throughout a College of Engineering (Sep 2005) – “Service-learning is the integration of academic subject matter with service to the community in credit-bearing courses, with key elements including reciprocity, reflection, coaching, community voice in projects.”

Math for America

Math for America is an organization focused on improving math education in the USA. They offer Newton Fellowships for those who would like to become math teachers in New York City (for 180 individuals between 2004 and 2008). They plan to expand the program to other cities in the future. Aplications are due by 9 February, 2007.

Putting his Money Where His Math is by Joshua Roebke:

Nearly 40 percent of all public high school math teachers do not have a degree in math or a related field. Even the best curriculum in the world, the reasoning goes, isn’t going to inspire students if unqualified individuals are teaching them. (In a recent round of testing, the U.S. placed 24th out of 29 nations in math proficiency.)

The fellowships above aim to encourage those with math, and related, degrees to teach math.
