USA Losing Scientists and Engineers Educated in the USA

The USA continues to lose ground, in retaining the relative science and engineering strength it has retained for the last 50 plus years. As I have said before this trend is nearly inevitable – the challenge for the USA is to reduce the speed of their decline in relative position.

A new open access report, Losing the World’s Best and Brightest, explores the minds of current foreign science and engineering students that are studying in the USA. This is another in the list of reports on similar topics by Vivek Wadhwa and Richard Freeman. And again they point out the long term economic losses the USA is setting up by failing to retain the talent trained at our universities. It is a problem for the USA and a great benefit for countries like India and China.

“Foreign students receive nearly 60% of all engineering doctorates and more than half of all mathematics, computer sciences, physics and economics doctorates awarded in the United States. These foreign nationals end up making jobs, not taking jobs,” said Wadhwa. “They bring insights into growing global markets and fresh ideas. Research has shown that they even end up boosting innovation by U.S. inventors. Losing them is an economic tragedy.”

According to the study’s findings, very few foreign students would like to stay in the United States permanently—only 6% of Indian, 10 percent of Chinese and 15% of Europeans. And fewer foreign students than the historical norm expressed interest in staying in the United States after they graduate. Only 58% of Indian, 54% of Chinese and 40% of European students wish to stay for several years after graduation. Previous National Science Foundation research has shown 68% of foreigners who received science and engineering doctorates stayed for extended periods of time, including 73% of those who studied computer science. The five-year minimum stay rate was 92% for Chinese students and 85% for Indian students.

The vast majority of foreign student and 85% of Indians and Chinese and 72% of Europeans are concerned about obtaining work visas. 74% of Indians, 76% of Chinese, and 58% of Europeans are also worried about obtaining jobs in their fields. Students appear to be less concerned about getting permanent-resident visas than they are about short-term jobs. Only 38% of Indian students, 55% of Chinese, and 53% of Europeans expressed concerns about obtaining permanent residency in the USA.

On the tonight show yesterday, President Obama said

we need young people, instead of — a smart kid coming out of school, instead of wanting to be an investment banker, we need them to decide they want to be an engineer, they want to be a scientist, they want to be a doctor or a teacher.

And if we’re rewarding those kinds of things that actually contribute to making things and making people’s lives better, that’s going to put our economy on solid footing. We won’t have this kind of bubble-and-bust economy that we’ve gotten so caught up in for the last several years.

Eric Schmidt, Google CEO, recently expressed his frustration with the policies discouraging science and engineering graduates staying in the USA after they complete their education.

That is a brilliant [actually not brilliant at all] strategy take the best people hire them in American universities and then kick them out” It happens. “Its shocking.” It happens. “I know we are fighting against it.” “We America remain, by far the place of choice for education, particularly higher education.”

Nearly Half of Adults in the USA Don’t Know How Long it Takes the Earth to Circle the Sun

Questions:

  • How long does it take for the Earth to revolve around the Sun?
  • Did the earliest humans and dinosaurs live on the earth at the same time?
  • What percent of the Earth’s surface that is covered with water?

According to the national survey commissioned by the California Academy of Sciences: only 53% of adults know how long it takes for the Earth to revolve around the Sun; only 59% of adults know that the earliest humans and dinosaurs did not live at the same time; only 47% of adults can roughly approximate the percent of the Earth’s surface that is covered with water. Only 21% of adults answered all three questions correctly. I sure hope readers of this blog do much better than that.

Despite the fact that access to fresh water is likely to be one of the most pressing environmental issues over the coming years, less than 1% of U.S. adults know what percent of the planet’s water is fresh (the correct answer is 3%).

The Amazing Rusting Aluminum

when aluminum rusts, it forms aluminum oxide, an entirely different animal. In crystal form, aluminum oxide is called corundum, sapphire or ruby (depending on the color), and it is among the hardest substances known. If you wanted to design a strong, scratchproof coating to put on a metal, few things other than diamond would be better than aluminum oxide.

By rusting, aluminum is forming a protective coating that’s chemically identical to sapphire—transparent, impervious to air and many chemicals, and able to protect the surface from further rusting: As soon as a microscopically thin layer has formed, the rusting stops. (“Anodized” aluminum has been treated with acid and electricity to force it to grow an extra-thick layer of rust, because the more you have on the surface, the stronger and more scratch-resistant it is.)

This invisible barrier forms so quickly that aluminum seems, even in molten form, to be an inert metal. But this illusion can be shattered with aluminum’s archenemy, mercury. Applied to aluminum’s surface, mercury will infiltrate the metal and disrupt its protective coating, allowing it to “rust” (in the more destructive sense) continuously by preventing a new layer of oxide from forming.

Presidential Memo to Insulate Science From Politics

When President Obama lifts restrictions on funding for human embryonic stem cell research Monday, he will also issue a presidential memorandum aimed at insulating scientific decisions across the federal government from political influence, officials said today.

“The president believes that it’s particularly important to sign this memorandum so that we can put science and technology back at the heart of pursuing a broad range of national goals,” said Melody Barnes, director of Obama’s Domestic Policy Council.

While officials would not go into details, the memorandum will order the Office of Science and Technology Policy (OSTP) to “assure a number of effective standards and practices that will help our society feel that we have the highest-quality individuals carrying out scientific jobs and that information is shared with the public,” said Harold Varmus, who co-chairs Obama’s Council of Advisors on Science and Technology.

The decision by President George W. Bush to restrict funding for stem cell research was seen by critics as part of a pattern of allowing political ideology to influence scientific decisions, affecting issues including whether to approve the morning-after pill Plan B for over-the-counter sales and climate change.

Electrolyzed Water Replacing Toxic Cleaning Substances

Simple elixir called a ‘miracle liquid’

The stuff is a simple mixture of table salt and tap water whose ions have been scrambled with an electric current. Researchers have dubbed it electrolyzed water

Used as a sanitizer for decades in Russia and Japan, it’s slowly winning acceptance in the United States. A New York poultry processor uses it to kill salmonella on chicken carcasses. Minnesota grocery clerks spray sticky conveyors in the checkout lanes. Michigan jailers mop with electrolyzed water to keep potentially lethal cleaners out of the hands of inmates.

In Santa Monica, the once-skeptical Sheraton housekeeping staff has ditched skin-chapping bleach and pungent ammonia for spray bottles filled with electrolyzed water to clean toilets and sinks. “I didn’t believe in it at first because it didn’t have foam or any scent,” said housekeeper Flor Corona. “But I can tell you it works. My rooms are clean.”

It turns out that zapping salt water with low-voltage electricity creates a couple of powerful yet nontoxic cleaning agents. Sodium ions are converted into sodium hydroxide, an alkaline liquid that cleans and degreases like detergent, but without the scrubbing bubbles. Chloride ions become hypochlorous acid, a potent disinfectant known as acid water.

“It’s 10 times more effective than bleach in killing bacteria,” said Yen-Con Hung, a professor of food science at the University of Georgia-Griffin, who has been researching electrolyzed water for more than a decade. “And it’s safe.”

There are drawbacks. Electrolyzed water loses its potency fairly quickly, so it can’t be stored long. Machines are pricey and geared mainly for industrial use. The process also needs to be monitored frequently for the right strength.

Mental Pick-Me-Ups: The Coming Boom

I am not a fan of lifestyle drugs. People seem to forget that drugs have side effects that are quite large. Being surprised when a drug has adverse consequences shows a failure to understand the risks. You should assume adverse effects and take them only when that risk is outweighed by significant tangible benefits. A Boom in Memory-Enhancing Drugs?

A whole generation has come of age using attention-deficit drugs such as Adderall and Ritalin, a category valued at nearly $4.7 billion in 2007. A lot of teenagers have used them casually as study aids, often buying them on the Internet. And now, overworked professionals are seeing the appeal.

And when they almost certainly have significant adverse effects on many people, then people will get upset. Granted the drug companies pushing sales for negligible benefits do deserve condemnation. However, the larger problem is people that choose to risk their health as though they don’t have the ability to learn and can just ignore evidence of risks.

Monoclonal Antibodies Found That Stop All Flu Types

Universal Flu Drug Stops All Flu Types

A new kind of drug cocktail kills all types of flu bugs and could protect against pandemic or seasonal flu. “I certainly believe that a therapy for all kinds of influenza may be within our grasp,” study researcher Robert Liddington, DPhil, director of infectious diseases at the Burnham Institute in La Jolla, Calif., said at a news conference announcing the finding.

The treatment is based on new monoclonal antibodies that attack flu viruses in a shared Achilles heel. Of the many different subtypes of flu, there are only two basic patterns for this vulnerable, essential part of the flu virus.

And despite heroic efforts, researchers could not breed a flu strain resistant to the treatment — suggesting that there’s only a very small chance that mutated viruses could render the treatment obsolete. The breakthrough finding is a joint effort from labs at the Burnham Institute; Dana-Farber Cancer Institute in Boston; and the CDC in Atlanta.

Like many breakthroughs, the finding was partly accidental. The researchers were, at first, trying only to create a treatment to stop the H5N1 bird flu virus, the most likely candidate for igniting the next worldwide flu pandemic.

While monoclonal antibodies against flu are new, a wide range of drugs are based on this technology. That means the new, fully human anti-flu antibodies could become new human drugs relatively quickly…

“We hope these antibodies are in clinical trials during the 2011-2012 flu season — maybe earlier,” Marasco said. “This really is an important advance in the field of antiviral therapy. The possibility of having a universal therapy for flu is made more real and possible because of these discoveries.”

Crop Scientists Say Biotechnology Seed Companies Are Thwarting Research

Biotechnology companies are keeping university scientists from fully researching the effectiveness and environmental impact of the industry’s genetically modified crops, according to an unusual complaint issued by a group of those scientists.

The researchers, 26 corn-insect specialists, withheld their names because they feared being cut off from research by the companies. But several of them agreed in interviews to have their names used.

The problem, the scientists say, is that farmers and other buyers of genetically engineered seeds have to sign an agreement meant to ensure that growers honor company patent rights and environmental regulations. But the agreements also prohibit growing the crops for research purposes.

So while university scientists can freely buy pesticides or conventional seeds for their research, they cannot do that with genetically engineered seeds. Instead, they must seek permission from the seed companies. And sometimes that permission is denied or the company insists on reviewing any findings before they can be published, they say.

Such agreements have long been a problem, the scientists said, but they are going public now because frustration has been building.

This is not acceptable. Regulators need to put safety above politically connected powerful groups. The bigger problem is we keep electing people more interested in who gives than money than the public interest. But part of the dynamic is embarrassing those that subvert the public good to reward those providing the politicians money. By shining light on what is being done the abuses are often reduced a bit.

Science Seeks Stimulas Spending

Scientists Hope Stimulus Will Give Jolt To Research by Richard Harris

The stimulus package contains billions of dollars of funding for the National Institutes of Health — money that could create a quick financial jolt for young workers and university towns.

There are 3,000 institutions around the country that receive NIH grants to fund biomedical research. Raynard Kington, the NIH’s acting director, says those labs are also well-positioned to absorb a jolt of financial stimulus quickly.

“We have literally 14,000 applications that have been peer reviewed, that have been found to be scientifically meritorious and that have been approved for funding — but that we don’t have funds to support,” he says.

Give the NIH the money, he says, and in just a few weeks the money can flow out the door and into a thousand labs or more.
